The Department of Medical Rehabilitation and Medical and Social Expertise was created on the initiative of the rector of Vinnitsa National Medical University. E. Pirogov academician NAMN Moroz VM and Professor Kolesnik PF by order of the rector of 23.08.2013.
Substantiation of necessity of creation of the Department of Medical Rehabilitation and Medical and Social Expertise of Vinnitsa National Medical University. E. Pirogov was submitted to the Ministry of Health of Ukraine. It is known that 90% of patients need medical rehabilitation (only 10% of patients have urgent emergency care), but the issues of creation and functioning of a full-fledged medical rehabilitation system have fallen out of view of medicine over the last 20 years. partly in the programs of social, labor and vocational rehabilitation of persons with disabilities in the context of providing them with medical supplies. At the same time, the main focus of medical rehabilitation is to restore the health of patients and is an important next step after emergency care and intensive inpatient care.
The issues of medical rehabilitation, as well as social and vocational rehabilitation, are handled by the United Nations and its specialized units (WHO, ILO, UNESCO and 50 other international bio-biological organizations). The WHO Medical Rehabilitation Committee of Experts is in operation to continuously improve its purpose and objectives. International forums are held periodically on these issues. Rehabilitation plays a leading role in the achievement of the WHO Health for All in the 21st Century strategy. Annually, more than 500 million people with disabilities and patients are needed in the rehabilitation world.
The concept of the State Target Program “Medical Rehabilitation” for 2011-2015 has been developed in Ukraine, which envisages: 1) substantial reform of the system of medical rehabilitation; 2) create a coordination council for medical rehabilitation; 3) create a department of medical rehabilitation in the structure of the Ministry of Health of Ukraine; 4) create a number of regional centers for medical rehabilitation; 5) to enter the specialty "Medical Rehabilitation".
The urgency of the department creation is caused by the need: 1) scientific development and substantiation of a qualitatively new system of medical rehabilitation in the conditions of reforming the medical field; 2) training of qualified specialists in medical rehabilitation.
The decision was made:
To create a chair of "Medical Rehabilitation and Medical and Social Expertise" on the bases of: Research Institute of Disabled Rehabilitation of Vinnytsia National University. E. Pirogov; «Center of medical rehabilitation and sports medicine»; the Avangard health resort of Nemyriv, Vinnytsia region; physiotherapy department of the regional clinical hospital. E. To appoint Professor Kolysnik PF Prygova as the Head of the Department of Medical Rehabilitation and Medico-Social Expertise
Categories of students of the department: students of medical, dental, pediatric, psychological faculties; interns; students of pre-certification courses; rehabilitologists; physical education teachers.

The basic scientific direction of activity of the department: "Development of programs of multilevel medical rehabilitation in pathology of different organs and systems". Practical value of scientific and educational programs: implementation of scientific developments in the activity of rehabilitation departments, sanatoriums, fitness halls, sports institutions, physiotherapy offices, in work of physiotherapy, in work doctors and specialists in other medical fields.
For 5 years of work, the scientists of the department conducted research and development of programs of multilevel medical rehabilitation for diseases of internal organs and systems. The dissertation for the degree of Doctor of Medical Sciences (Prof. Bezsmertnyi Yu.O.) is defended, the dissertation for the degree of Candidate of Medical Sciences (Assoc. Dolynna OV) is planned. 3 monographs, 2 textbooks, 36 articles were published, 20 patents were issued, 78 abstracts were printed. The scientists of the department participated in the work of 96 congresses, conferences and conferences. In 52 forums they were speakers.
In 2018, the Department initiated and held the First Podilsky Symposium on Physical and Rehabilitation Medicine.

The staff of the department take an active part in the development of the law on medical rehabilitation in Ukraine, the order of the Ministry of Health of Ukraine "On Amendments to the Order of the Ministry of Health of Ukraine of October 28, 2002 N 385 , positions of junior specialists in pharmaceutical education, positions of health care professionals and positions of health care professionals in health care institutions) »and other legislative and methodological documents.

Three employees of the department undergo long-term internships for the purpose of international certification of training programs for physicians of physical and rehabilitation medicine. On the basis of the Military Medical Clinical Center of the Central Region, a training center was created to provide training in the program of primary specialization of physicians of the Federal Republic of Germany.

Prospects for the development of the department:

Creation of a modern rehabilitation department based on a multidisciplinary medical institution;

Provision of the department with innovative technologies of medical rehabilitation;

Development of technologies for other medical institutions of Ukraine;

International cooperation;

Methodical and scientific assistance to sanatorium-resort establishments.

Kolisnyk Peter Fedorovich


Head of Department, Professor, Doctor of Medical Sciences

Graduated from Vinnitsa Pirogov Memorial Medical Institute in 1980 with distinction. He defended his PhD thesis in 1989 at the Academic Council at Kharkiv Medical Institute. Topic: "Ways to improve the clinical effectiveness of nitrates in patients with coronary heart disease". He defended his doctoral dissertation in 2002 at the Academic Council at the Ivano-Frankivsk Medical Academy on the topic: “Pathology of the spine as a link of pathogenesis of diseases of internal organs and factor of their resistance to treatment”. Since 1988 - Assistant Professor, since 1993 - Assistant Professor. In 2004 he was elected professor of the department, since 2008 - head of the department of internal medicine №2, since 2013 he headed the department of medical rehabilitation and medico-social expertise. Ministry of Health of Ukraine Certificate and Award (1998). Under the guidance of 3 candidate theses, 2 research papers of the department, 151 articles and abstracts, 2 methodological recommendations, 2 textbooks, 2 monographs were published. 17 rational proposals, 22 patents.

Postovitenko Katrine Pavlivna


Associate Professor, PhD

She graduated from National Pirogov Memorial Medical University in 2002 with honors. From 2002 to 2003, she completed an internship in therapy on the basis of city clinical hospital # 2, a master's degree on the basis of the department of faculty therapy of National Pirogov Memorial Medical University. She received a specialty of doctor-therapist, defended her diploma of master of medicine in internal diseases. From 2003 to 2006 - studied in postgraduate study at the Department of Faculty Therapy of National Pirogov Memorial Medical University. In 2005, she received a Presidential Grant for gifted youth. In 2007 she defended her thesis on "Hyperhomocysteinemia in patients with chronic renal insufficiency: association with cardiovascular system lesions, vitamin status and dyslipidemia (clinical-experimental study)" and received a Ph.D. . From 2006 to 2008 - Senior Researcher at the Department of Medical and Social Expertise of Institute of Rehabilitation of Disabled People. During December-January 2007-2008 - completed an internship at the cardiology department of the Hospital Center in Turkvan (France). Since 2008 she has been transferred to the position of assistant of the Department of Internal Medicine of the Faculty of Medicine # 2, VNMU. E. Pirogov. From 2008 to 20011, she worked as a physician-therapist of the polyexpert department of the National Pirogov Memorial Medical University. Has the high qualification category in the specialty "internal diseases". Since September 2013 - Assistant Professor at the Department of Medical Rehabilitation and Medical and Social Expertise. He is the co-author of 38 printed scientific papers, 2 patents for invention, 1 methodical recommendations, 2 innovative proposals.

Kravets Rostyslav Anatolievich

Graduated from Vinnitsa National Pirogov Memorial Medical University in 2005. In 2010 he defended his dissertation on the theme: "Features of the course, diagnosis and treatment of cardiac and cardiac arrhythmias in dorsopathy and spine osteoporosis". Since 2010 he has been an assistant at the department. Author of 30 printed works, 4 patents of Ukraine. Participates in the research work of the department: "Development of programs of multilevel medical rehabilitation for diseases of internal organs and systems". Gumeniuk Igor Pavlovich

Graduated with honors from Vinnitsa National Medical University in 2003, 2004 - graduated with honors from the Department of Hospital Therapy # 1. From 2005 to 2009 he studied at the postgraduate course in production at National Pirogov Memorial Medical University on the specialty "therapy". Bezsmertniy Yuriy Oleksievich

Head of the Rehabilitation Department of the Institute of Rehabilitation of Disabled People. Orthopedic trauma doctor of the highest category. Graduated from National Pirogov Memorial Medical University in 2000. Internship in specialty traumatology and orthopedics. In 2006 he was a laureate of the Cabinet of Ministers of Ukraine Award in the nomination “For scientific achievements”. In 2007 he defended his PhD thesis on the prevention and treatment of local post-amputation pain syndrome. Author of 57 scientific publications, 2 scientific publications, 4 methodical recommendations, 62 patents of Ukraine for inventions and utility models.

Bezsmertnaya Galina Viktorovna

Leading Researcher of the Rehabilitation Department, Head of the Department of Cerebrovascular Pathology, Institute of Rehabilitation of Disabled People. High-level neurologist. Graduated from Vinnytsia National Pirogov Memorial Medical University in 2001. Internship in the specialty of nerve diseases. In 2006, she defended her PhD thesis on "Hyperhomocysteinemia and other metabolic predictors of ischemic stroke development and course". Author of 23 scientific publications, 2 guidelines, 35 patents of Ukraine for inventions and utility models.

Kilivnik Volodimir Stepanovich


Associate Professor, PhD

In 1973 he graduated from the Medical Faculty of Vinnitsa National Pirogov Memorial Medical University. After graduation, he underwent an internship in therapy at the Nemirovsky hospital. From 1974 to 1977 he worked as a district physiotherapist in a hospital paradise. From 1977 to 1979 he served in the Soviet Army as a senior unit physician. From 1980 to 1997 he worked as the head of the physiotherapy department of the Nemyriv hospital. In 1987 he defended his PhD thesis. From 1998 to the present time works as a deputy chief physician for the medical part of the Avangard sanatorium.

Dolynna Olena Volodymyrivna


Research assistant

Received higher medical education at the National Pirogov Memorial Medical University, Vinnytsya (2004-2010). Worked as a physician intern at the Center of primary care №2 in Vinnitsa and a senior laboratory assistant at the Department of Internal Medicine №2. Graduated magistracy with a degree in Internal Medicine with honors and started her postgraduate studies. Worked as a doctor at Center of medical rehabilitation and sports medicine.
Since 2019 she has been working as an Research assistant of the Department of Medical Rehabilitation and Medical Social Expertise. Teaches a cycle of specialization in physical and rehabilitation medicine at the Faculty of Postgraduate Education, conducts practical classes for students of the 5th year. Performs scientific work for a PhD degree and consult patients at Military Medical Clinical Center of the Central Region. Member of the Ukrainian Society of Physical and Rehabilitation Medicine, the European Society of Physical and Rehabilitation Medicine, the European Society of Cardiology, the European Association of Preventive Cardiology.
Speaker and participant of international congresses, scientific conferences and schools in Ukraine and abroad (Lithuania, Poland, Germany), author of scientific publications.
Organizer and participant of the internship of a multi-professional rehabilitation team from Ukraine on the basis of a certified PRM Section and Board of UEMS training center for physical and rehabilitation medicine (Vilnius, Lithuania).

Participant in the project of teacher training and creation of the first program in physical and rehabilitation medicine for doctors in Ukraine. As part of the project, she completed an internship at the Abromishkes Rehabilitation Clinic (Lithuania).

Rudiy Yuriy Yosipovich

Born in 1971, graduated from Vinnitsa Medical Institute in 1994. From 1994 to 1998 he worked as a physician-therapist, in 1998 he entered the clinical residency in specialty therapy. From 2000 to 2003 he studied at the postgraduate course at the Research Center of Vinnitsa National Medical University. In 2003 he defended his PhD thesis on "Morphological changes in the lungs of rats after local skin hyperthermia". Prior to 2007, he worked as a research associate at the Research Center of Vinnytsia National Medical University. From 2007 to 2013 he worked as an assistant of the Department of Physical Education with the course of exercise therapy. Since 2013 he is an assistant at the department of medical rehabilitation and medico-social expertise. In 2010 he passed specialization courses in the field of sports medicine and therapeutic physical training.He has more than 30 scientific papers. While studying at school and the institute he enjoyed playing basketball. At the institute for 5 years he was the captain of the national team of basketball students. He was a multiple participant and winner of national and national basketball competitions.

Baranova Iryna

Baranova Irina Vladimirovna (26/10/1971), graduated from National Pirogov Memorial Medical University in 1994 with a diploma with honors, in 1996 she completed her master's degree in nerve diseases at the Department of Nervous Diseases, Faculty of Postgraduate Education National Pirogov Memorial Medical University Candidate of Medical Sciences, defended her dissertation in 2009. Topic "Application of multilevel systemic laser therapy in complex treatment of patients with arterial hypertension of the II-II degree", specialty - medical rehabilitation, physiotherapy and balneology. Has been working at the university since 2008. He has 41 scientific papers, 3 of which are cited on the Web of Science and Scopus platforms, 5 - pedagogical. He is a specialist in physiotherapy, a physician of the highest category, head of the physiotherapy department of the University Clinic. He is fluent in English (B2 level).

Marchuk Oleksandr Vasyliovych

Graduated from Vinnitsa National Pirogov Memorial Medical University with honors in 2005. After graduating from the internship in the specialty “Anesthesiology” (2008) according to the state division, he worked at the Department of clinical pharmacy and clinical pharmacology as a senior laboratory assistant, later as a teacher-trainee, assistant of the same Department. Combined work as editor of the medical literature department of the "Nova Knуga Publishers". He contributed to the modern updating of the educational literature fund of medical students of Ukraine. Awarded with the "For Education Development" sign. Since 2014 - Assistant of the Department of Medical Rehabilitation and Medical and Social Expertise. 2015 he specialized in the "Physiotherapy". He is member of the editorial board of multidisciplinary scientific and practical "Pain Medicine" journal and "Perioperative Medicine" journal. The author and co-author of 30 printed scientific works, 2 of them are indexed in the Scopus database.

The staff of the Department of Medical Rehabilitation and Medical and Social Expertise under the direction of MD, Professor Kolesnik PF created a fundamentally new model of medical rehabilitation, which includes 7 levels of medical rehabilitation.

Concepts, techniques and principles of treatment have been developed for each rehabilitation level. For this purpose, the concept of the key moment of each level is theoretically and practically developed, as well as the scheme of interrelations between the rehabilitation levels, which provides the correct choice of treatment methods for the given rehabilitation at each level.

An important step in the realization of the idea was the development of the principle of choosing a treatment method for a particular patient at each stage of rehabilitation in a specific period of time. As a result of scientific work, including experimental work, it has been established that treatment can only be considered as a way of restoring the anatomical structure in a broad sense, that is, from macrostructure to changes in cell forms and even intracellular structures.

Another important conclusion was the notion that there were no functional diseases. "Functional disease" is a pathological condition in which no pathological changes are found.
