Welcome to the department of social medicine and organization of public health services
Vinnytsya National Pirogov Memorial Medical University
Department was originated as Social Hygiene Department at third year from foundation of Vinnitsa Medical Institute in 1937. The full operational capacity was achieved in post World War II period with appointment of Lekarev Leonid Grigorovich as Chairman upon demobilization.
Personal reach experience as the Head of Health Services in Dnipropetrovska oblast before World War II, position of Associate Professor ofPostgraduate Education Faculty at Vinnitsa Medical Institute, combat operations in Army all through World War II incapacitated Lekarev L.G. to gain outstanding theoretical and practical achievements of Department activities. At first Department consisted of 3 persons: Lekarev L.G. as Chairman, Assistant Podolyan G.I., laboratory Assistant Burman B.Y. Beside position of Chairman :Lekarev L.G. was granted incumbencyof the Head of oblast Sanitary and Statistical Bureau.
The mainstream of research pertained to demographic losses and deterioration of population health due to WW II. Detailed statistical reviews of population health and health services. Assistant AssistantPodolyan G.I. studied the health of sugar factories workers. Lekarev L.G. pursued the doctoral theses «Main stages in development of Public Health in Podilska gubernia (former Vinnitska oblast)». This was the first complex study on original historical development of regional Public Health systems in Ukraine. Work weaved in historical strands to the characterization of that time present commonalities.In 1950doctoral theses were successfully defended.
Alongside scientific pursues the mammoth efforts applied to improve the pedagogical process, generalization of classical methodologies of Social Hygiene. These efforts were accomplished by publishing Textbook of Social Hygiene authored by Lekarev L.G. and G.А. Batkis«Theory and Organisation of Soviet Public Health» in 1961 and held recognition being the main textbook to medical students in USSR. Second edition of textbook was published in 1969 thereafter it was translated and used in many parts of the world. It was the winnerof All-Unionbest textbook competition in 1972 and was awarded by Semashko’s memorial premium.
Gradually Department grew in staff joined by graduators of Vinnitsa Medical InstituteProcekО.G., Klantsa P.А., Тisheyskiy V.I., Ruhov F.S.
Research spread to fields of historical trends and actual problems of Public Health of rural population. Among noted publications were Lekarev’s monograph «Rural Physician District» (Ed. of 1949, 1957, 1964), papers in 2nd Ed. of Large Medical Encyclopedia «Rural Physician District», «Rural Regional Hospital», monograph “Dispanserisation and reserves for advancements” authored by Associate Professor Komarnytska N.T., PhD theses of GolyachenkoО.М., Zamkoviy S.P.,Ocheredko O.M, GoobinО.І.
Another field of research pertained to contemporary problems of health of urban and rural populations, demographic processes, epidemiology of chronic diseases. Different applications concerned cardiac pathology (ProcekО.G., Тisheyskiy V.I., ViriginaА.D.), oncological diseases (Maksimov V.D.), manpower in medical care (Ruhov F.S.), dispanserisation of urban residents (Komarnytska N.T.), disability (Konopelko G.G.), arterial hypertension and vascular damages of the brain (Yasinskiy C.V.), CHD (Golubovskiy), chronic lung diseases (Kucher V.O.), psychiatric disorders (Maryanchik R.Y.).
Fruitful research dealt with health of mother&child, children, adolescents (Vihristyuk G.І., FillS.F., SlepovaT.O., GnatishinМ.S., Nedilko V.P., Bugay L.Y., BilukІ.І., Borodiy V.М., Kalmikov G. F.,TarasyukМ.B., Filuk А.V., CyborovskiyО.М.
Researches in History of Medicine were extended by Associate Professor Klantsa P. А. Being Director of Pirogov memorial museum he accomplished a lot for its development, transformation museum into research and pedagogical facility, base of studying regionalHistory of Medicine by medics. History of Medical Education in Ukraine was studied by Tkach L.І.
After retirement of Professor Lekarev L.G. in 1979 Social Hygiene Department was headed by Lekarev’s disciple Professor OlenaGerasimivnaProtsek. She started her medical carrier as physician when was invited to join Department as Assistant.Under mentorship of Professor Lekarev L.G. she defended PhD theses «Hospital Lethality in Vinnitsa during 1951-1953 and measures to its reduction», and afterward doctoral theses «Social conditionof life and cardio-vascular pathology (methodological approaches, statistics, epidemiology and prevention)». Shewasawardedscientific title and position of Professor of Social Hygiene Department in 1978.Besides being Chairwoman of Social Hygiene Department Professor ProtsekO.G. was appointed to the office of Scientific Secretor of Institutional Board in 1971, since 1975 was advanced to the position of Rector Proxy on Science. She officiated Rector Proxy till 2006.Professor ProtsekO.G. was the member of All-Union Central Public Health Methodological Commission. She is the author of more than 200 research papers.
By the effort of Professor Protsek O.G. the proportion of practical classes located at medical facilities grew substantially rendering better understanding of practicalities of Social Hygiene. In addition to regular educational program, the individual occupational practice in Public Health was initiated at the Department as novelty on USSR terrain. Practice fosters practical skills in social medicine, management, and analysis of activity of medical facilities at three levels of health care.
Due to the Department initiativethey organized the Course for Professional Completionfor Rural Physicians as experiment in 1971. Newfangled experiment given positive experience was adoptedfrom 1979 as officially required by Health Ministry.
Until nowthe Course of Professional Completion for public health managers operates at the Department as the singular case in Ukraine. Course is headed by Associate Professor Komarnytska N.T.
Since1951 Department delivers the History of Medicine founded by Professor Protsek O.G., Associate Professor Klantsa P.А., Senior Assistant Kuleshova S.M., Associate ProfessorVihristyuk G.І., Assistant Volkov V.М. Department hosted 3All-Union medical history conferences.
InnovativeCourseof Health Economics pushed through trials. Thebasiswaslaid by Senior Assistant Kuleshova S.M., Associate Professor Tarasyuk M.B., Professor Stetsenko G.S., Associate Professor Slepova T.O.Now it’s regular week course for graduate students greatly enhanced by Professor Ocheredko O.M., Associate Professor Palamar I.V., Associate Professor Pilipchuk V.L., Associate Professor Ignaschuk O.V., AssistantTkachenko O.V.
In 1991 Department was renamed from Social Hygiene to Social Medicine and Public Health in a spirit of World trends and due to Department growth.
Since 2009Department is headed by Professor OcheredkoOleksandrMykolayovich, one of the Professor Protsek’s disciple.Ocheredko O.M. graduated Pirogov Memorial Medical Institute in 1989 with “red diploma”. He fostered the skills accomplishing clinical residency (1989-1990рр) and PhD studentship (1991-1993) at Social Medicine and Public Health Department, afterward as Assistant until 2001. Since1995hewaselectedChairman of University Young Scientists Council, member of University Scientific Board.In2001-2007 officiatedAssociate Professor, since 2007 Professor of Social Medicine and Public HealthDepartment.In1995 he defended PhD theses, in 2003 defended Doctoral theses. In 2004-2005 he was welcomed as visiting professor at Health Administration Department of Health School at Iowa City University, US, where he delivered courses: «Cost-Effectiveness Analyses»), «Advanced Health Economics». In2009Ocheredko O.M. was elected to a Chair of Social Medicine and Public Health Department.
Ocheredko O.M. is the author of 2 textbooks, 5 monographs. He mentored 8 defended PhD and 1 Doctoral PhD theses. He was awarded with 3 international grants: research «Soft tissue infections in injection drug users in Vinnitsa, Ukraine: Investigation of incidence and factors responsible for delays» (2004) sponsored by Fogarty International Center (National Institute of Health, USA), research «Surgeon-induced demand on planned hernia repair surgeries in Ukraine» (2009) sponsored by Economics Education and Research Consortium, research paper «Building choice model design to study demand on IPP drugs by SAS tools» (20016) sponsored by SAS INSTITUTE Сorporation.

Major scientific achievements:
1. Substantiation and development of methodology for assessing the power of research based on the MCMC and the bootstrap sampling procedures.
It ensures the possibility to test complex hypotheses relied on the modern complex designs with hierarchical operative units and structural (e.g. temporal and spatial) dependencies. No parallels exist. The new method is licensed and approved for applications by the International Society For Data Science And Analytics (ISDSA).

2. Elaboration of economic cost-efficiency analyses based on equilibrium approach. Advancements over classical cost-efficiency analyses: (i) proper adjustments on covariates and individual effects; (ii) possibility to implement elaborate designs with nesting, blocking, clustering structures involved to empower hypotheses testing; (iii) support of equilibrium, i.e., it guarantees that solution is on equilibrium path, so that it satisfies the maximum of expected utilities requirement.
